Yes, I have cleaned them using TES5Edit

Yes, I use NMM

No, this does not happen EVERY time I shoot an arrow at a target. It is random as far as I can tell.

I am running Skyrim Legendary Edition

Skyrim is located in my SSD

I am running latest version of Skyrim

SKSE v1.7.3

I believe I've narrowed it down to when you zoom in with the bow and it activates slow motion. I still have no idea why this is happening though.

Going out on a limb here, but I'd venture a guess that it has something to do with all of the ABT arrow mods.

 

Sounds like it is pretty easy to screw up the installation of that mod, and its patching.

 

Try disabling those mods--ALL the ABT mods-- and see if the problem still exists.

EDIT: Pretty sure that DSerArcheryGameplayOverhaul.esp is incompatible with the ABT mods unless you create a specific patch to address conflicts. Pick one or the other. AGO is pretty buggy to begin with--slapping conflicts on top of that is sure to cause problems.
