[Strange bug] NPC stop giving repetitive radiant quest ?

First of all, I've tried to search for my issue via Google and bug section in Wiki but no luck.

 

In my case, it's about "Fetch Me That Book!" from Urag Gro-Shub, which supposed to be a repetitive radiant quest. But with the point of time after I returned around a dozen of his book, the dialogue to ask this quest from him was just disappeared and I could no longer receive this quest !

 

Ok, next is the sweet console time but....nothing happened after I executed command "setstage mgr20 10" or "setstage mgr20b 10". Now, I'm so confusing and have no choice but to share this into public and with a little hope that anyone else who had the same experience with me could know how to solve this.

PS1 : The dialogue to start "Shalidor's Insights" has also disappeared.But console command still be able to trigger this one.

 

PS2 : Actually, this is not my first time experience something like this. On my FO4, Captain Kell from Brotherhood also stopped giving me that radiant quest to train the brats, and console command couldn't help. But unlike SKSE, my FO4 was installed too many mods at the mid-game save, so I didn't mind it and tended to restart a new save game any way.

"If you find the book before activating the quest, you will be stuck with it. The quest will point to the chest, and the book won't be there, and can't be returned. Once this has happened, you will be stuck with any additional copies you pick up as well, even if you activate the quest before getting a second copy."

It sounds like you may have the book already. If, as you say, since you have done 12 or so and there are only 20 total, maybe you have the books already.
