PC: I can hear my character shouting but the shout effect don't work

So I really have this annoying bug(?) that whenever I shout i can hear my character but the shout effect won't even work.

Like my character will shout the unrelenting force's fus ro da then the effect does not happen. Is this some kind of mod related?

I would wonder about two of your mods, the TTR Skill Overhaul and (possibly) the Dragon Aspect Toggle. I don't use either of those, but they might contribute.

 

Start with the troubleshooting basics. Verify your game cache through Steam to make sure that the base game files are good. Start a new game and see if the problem persists. If the new game is okay, then the problem is save corruption. If the new game has the same problem, then it's a mod issue. You may have to go through the process of disabling your mods a few at a time until the problem is fixed, then run down which mod caused it to begin with.
