[CK] Dialogue bug, or am I overlooking something?

So I've been hammering away at Atvir's dialogue, but I've run into a roadblock. Originally, I was doing my testing with one of my pre-existing characters, and everything was going great. However, I wanted to test with a fresh character and no extraneous mods, so I rolled up a new one, and a half-hour later (I have got to get an alternate start mod) I was on my way to see my pet Dunmer.

 

Despite running the same version of my mod as before, and all conditions on the starting topic being met, Atvir would not not open the dialogue window when activated. I removed all additional scripts from the entire branch and reloaded. No difference. I'm a little confused and unsure about what to do next, so I thought I'd turn to the community for some input.

 

Can anyone think of some potential oversight on my part? Or, barring that, has anyone else experienced this problem?
