Translating Mods

Hello, I'm just working myself through Bethesda's modding tutorials and wondering how I could translate the names of the for example newly created NPCs into German.

Of course, I could just use German names in the editor, but I want to do it the "clean" way: Everything in english and translate it so that just people using Skyrim in German will see the German version and no English user is wondering what strange names I used.

Later, if I do some better mods, and I want to upload, it would be strange to upload German things.

 

So I search for a way to do it in English and translate it just for myself (and every German user who wants to get the translation too). How could I do that?

So it's not only about translating NPCs of course but about Items, Perks and everything.
