Fallout leveling in Skyrim

Simple question, would it be possible to create a mod which changes the leveling system from the one in skyrim to something that's similar to what they do in the Fallout games (I'd like to see this in Oblivion and Morrowind too, now that I think of it)?

 

Why? Quite simply, I GREATLY prefer how leveling and skills are handled in Fallout 3 and New Vegas as opposed to how they are in the Elder Scrolls series. Getting experience points, leveling up, then choosing what points to add to your skills is much less tedious than slashing an enemy a hundred times with your sword to level your blade skill up 2 points. The other problem is that it'll take a while, with the Elder Scrolls skill leveling system if you plan ahead it's far too easy to level all the really worthwhile skills up to 100 while staying at a low level, and thus easily murdering everything, while with the Fallout leveling system it's impossible to do so (unless you use console commands or something like that of course).

So, we shouldn't reward planning and a careful, methodical approach to things? :confused:

 

I kind of agree on the first point, though that could easily be taken care of via better mentoring (trainers who are willing to employ you rather than take money in exchange for their services).
