What is the most streamlined way to add new voice clips?

I've been all over the internet, trying to figure out how to add new voice clips (voice acting) and so far, they are really...out of the way. One tutorial said I needed an external program, another said I actually needed Skyrim to add new voices to Fallout, and other said I had to create a temp file, name the new voice file the same thing and just keep overriding them.

 

What is the actual fastest way to add new voice files?

The GECK for Fallout New Vegas is broken in quite a few ways. One of the things that is missing (and not the only thing) is the lip generator. This creates the lip files necessary to make the NPCs lips move during voice animations. Without the lip files, you'll have sound but the NPC will just stand there motionless.

 

The GECK has been updated quite a few times since its initial release, but for whatever reason they have never bothered to include the missing lip generator (annoyingly, the spell checker is similarly broken). If I remember correctly, both Oblivion and Skyrim have a working lip generator installed, so if you have either of those, you can copy the lip generator for those into your Fallout New Vegas \sound\processing folder. I think there may be 3rd party lip generators that you can download as well, but since I have both Oblivion and Skyrim I used the lip generator from one of those (don't remember which one at this point).

Thank you so much for the guide, as well as all the other questions you've answered in the past.

 

I do with however, I learned how to add voice acting before I had a voice actor record over 900 lines of dialog, looks like I'd better brew some coffee, I'm in for a long night.
