Modding da Perks

So, I've always hated that I have to use perk points in order to be able to make certain armors, and I thought to myself, "Well, hey, why don't you create a mod with the Creation Kit to make it so those perks activate once you reach a certain level." Now, that seemed like a pretty good idea, so I downloaded the Creation Kit and started fiddling around with the perks stuff. It was at this point that I remembered that I have absolutely no experience modding or doing anything to change how a game runs except for a few .ini tweaks.

 

What I want to do is make it so the Smithing perks activate automatically once your Smithing reaches a certain level. This way, you get the ability to make Daedric armor without having to use perk points that may or may not be better spent in other areas.

 

For example, I would set the Steel Smithing perk to be activated once your Smithing reaches 16 (the idea is that you level it up once), and then maybe Dwarven at 25. Those numbers are all tentative and subject to change--it will involve trial and error, of course. I would probably end up just setting the perks to activate at the level you would normally be able to spend a perk on them (i.e. Orcish would activate at a Smithing level of 50)

 

Anyway, what I really want to know is how to do this, haha. Any help would be greatly appreciated.

 

Also, I'm aware that I could simply use console commands to give myself the perks, but I hate cheating. This way, I still have to do work to get the abilities. It's essentially the same system already in place, without spending perk points.
