My general knowledge about .esp and .esm is that it is possible to disable the mod this way. I use it all the time via NMM's plugin tab to disable a mod without taking it out of the load order. Plugin tab is rather primitive without good functions to search, organize, and save load order. Deactivating/reinstalling a mod will just put it to the bottom of the list, so disabling the mod is a rather safe and painless way to temporarily uninstall the mod while keeping its place in load order. Since OOO puts its resources in a bsa, there must be an active esp with the same name for that bsa to load. That said, I wasn't aware that OOO came in an installer.
