BEST SOLUTION (Dawnguard):

There are many reasons why the Prophet quest doesn't start.

The most common is that Serana doesn't exit Castle Volkihar and thus isn't at the torture chamber due to a game bug

or Dexicon doesn't appear in the world ect.

I have through lots of effort found a way to continue the Dawnguard questline with the bugs

(So you don't have to reinstall and restart the entire game or uninstall your mods, if they are causing it).

However, I can't guarantee that it will succed with all mods though.

But I have tried with a game without mods and it works and then again in a game with over 200 mods and it also works.

So before reinstalling the game just try the following.

First you have to Complete the following quests using these commands:

completequest DLC1VQ03Hunter

completequest DLC1VQElderhandler

completequest DLC1VQElder

You're skipping these quests so that you can start on Chasing Echoes using following command:

setstage DLC1VQ04 10

Serana should now be comming out of Castle Volkihar. To find her location just type the following:

player.moveto XX002b74

and talk to her. You should now be able to enter Soul Cairn realm and proceed with the questline.

The only problem is that Dexion Evicus is still nowhere to be found.

Don't worry I have found a solution to that too :D

When exiting the Soul Cairn realm after defeating the dragon travel to the College of Winterhold to regain the Elder Scroll of Dragon

(If you have sold it to the bookkeeper).

If you haven't got this Elder Scroll you need to get it before proceeding (This is important!!).

After getting the Elder Scroll travel to Fort Dawnguard

(Perhaps it also works with Castle Volkihar, but I have only tried it while being a vampire hunter :D).

Go into the castle and spawn Dexicon using following command:

player.placeatme XX0058b0

After this you must speak to him and get the Elder Scrolls of the Sun.

You should now be able to continue with the quest Unseen Vision and the rest of the questline.

If this doesn't work you need to become a better modder, reinstall the game and so on.


It wasn't easy to find this solution and I hope it will be of help to you.

I just hated that noone had the answer and it really ruins this game when you can't play this amazing questline.

I used Skyrim Special Edition but it should also work on Skyrim with the Dawnguard DLC installed.

It partially worked here. After all the procedures mentioned, when I talk to Dexion Evicus, he just doesn't answer me and doesn't give me the Scroll. It is clear to me that one or more mods, which I use, are causing this. There is no LOOT or VORTEX that can work miracles against badly programmed MODs! All quests working except the "Prophet" quest from Dawnguard, the "Dexion" NPC, and I also noticed that the "SERANA" NPC does not accept to trade any items with me.

I have a kind of a workaround for the problem talcabofrio was having: after exiting Soul Cairn and summoning Dexion with console commands I forced to start the quest Unseen Visions with console command "setstage DLC1VQ06 10". This will skip the dialogue with Dexion, so you will have to manually put the third Elder Scroll into your inventory. From there I was able to continue with the quest. I did not encounter a problem with Serana however, so I am not sure if this solution will work with that exact problem.

 

Also I did this on the vampire side, so this workaround should work with both sides.

Having an issue where Serana doesn't exit the castle, after typing the first 3 completequest commands. Is there a workaround for this or should I continue to go get dexion?

had the same issue as Talcabofrio - fixed it by setting DLC1VQElder to 40 (despite having set complete as per the initial solution) - this opened up the relevant dialogue options to move everything forward. After an evening of trying to get the save back on track (its tricky and slow using the console when you are playing in VR) I do seem to have finally got there.
