According to the UESP Wiki it's not available until level 17 and is never available for purchase from a vendor. Another option that occurs to me is to use one of Emma's house mods like Aleswell Cottage (most, if not all of her house mods work the same way). The alchemy station automagically equips alchemy equipment according to your character's alchemy skill, so once you are master in alchemy you will get master equipment while using the alchemy station in the house.
