Skyrim SE huge FPS drops

Hello guys and girls! This will be long one so I will try to be precise as possible as I can. In advance I'm sorry for grammar mistakes.

 

So as title says I have been experiencing huge FPS drops on modded skyrim se.

You will probably guys say: "That guy have conflicting mods or bad load order or other stuff."

But before I was posting here I did a research and also did experiment.

I searched for similar problem but didn't find any.

So I went to do experiment. I have around ~ 198 mods. I have read compatibility sections. I'm using tools like: NMM, SSEEDIT, Loot, BethINI, Wrye Bash (for bash patch).

I have no CTD's or other crashes. Everything works good except FPS.

 

So now I will try to explain experiment. For testing purpose I also disabled Vsync to see exact FPS

Highest FPS drops are in Riften so I used Riften for FPS testing. Other random cities and places I tried seems fine.

With all mods on I get stable 43 FPS inside and outside Riften (I don't use any mod that highly modifies Riften + at the end I will add mod list to be sure)

Then

If in NMM I tick off all plugins and leave USSEP and Alternate Life - Live another life esp. and then boot up Riften in same places I get from 95 - 130 FPS,

In my opinion that's a huge increase. You are probably thinking now that there are some kind high texture mod that ruins this, but I don't think so.

 

Next thing I did is that I checked off all plugins in group of 10 from bottom to top. So there were always active 189 plugins. I did it to find the culprit mod witch was ruining

FPS, I failed. Highest increase I had was from 3-6 FPS.

Next thing I did was disable half of esp. So I had active 99 esp. This helped, from 43 fps I went to 50-70 fps. Then I disabled other half and enabled previous and I got

63-87 fps. (This half in NMM was on top side, more heavy mods)

 

If there is needed additional information I'm very willing to provide it and try different solutions and things.

 

My Laptop Specs:

MSI GT72 Dominator Pro

GPU: GTX 980m 4GB

CPU: i7 4720HQ @ 2.60 GHz

RAM: 16 GB

Skyrim SE and mods are installed on SSD disk and there is 50 GB left free space for good performance purpose.

I've done several tests as well and have found the same results. To do my tests, I used dummy esps that had no content to them, less than 1kb of data.

In Riften without any esps activated, I have a solid 60 fps. I then activated 75 dummy esps and my fps dropped to about 45.

I tried this with Mod Organizer, NMM, and did it manually and got the same result.

I then did some searching and actually found a couple threads on Reddit.

The user meh831, who is also the creator of the Lip Sync Bug Fix, Crash Fixes, figured out that this is related to a setting in the Skyrim.ini and setting it to 0 fixes the esp frame drop.

This disables almost all terrain, but at least he discovered what is the root cause of the problem. Hopefully he or someone can figure out a fix for this setting while retaining

the terrain. I doubt Bethesda will fix this, so the word about this bug just needs to get out to everyone.

It means that if you do not own a strong RIG, then the only reasonable solution is to reduce mods I'm using?

Well you say you have done your research...You should install SSE Engine Fixes. See if that clears up the issue.
