CTD after starting new game

The Unofficial Oblivion Patch is an actual .esp file, so yes, it does come after all your .esm files. The Unofficial Skyrim Patch is treated like an .esm if I remember correctly, but in Oblivion, the Unofficial Patch is not, and therefore it cannot be loaded before any .esm files. So yes, having All Natural Base .esm and Custom Spell Icons .esm file above the UOP like that is fine.

 

When rebuilding the Bashed Patch, there should be an option somewhere to include the vampire face bug fix. You can use that option to add the fix, after which "UOP Vampire Aging & Face Fix.esp" is no longer needed.

 

Other that that, the load order you posted does not really look too bad. The Septim mod's .esp files were the only ones that actually looked like there were only supposed to be one of those. As olivers1999 suggested, you could try looking into Oblivion Reloaded. You can even try uninstalling it for a while, to see if it helps. You can also make sure Wrye Bash actually installs all OBSE plugin DLLs, for example by going to your Data\OBSE\Plugins folder in the actual directory and seeing if all the files are there.
