Keyboard T goes to rest instead of wait

Just started a new game with non-DRM GOG v of Oblivion. After I went through intro installed mods just before exiting. Played up to Imperial Marketplace and wanted to wait there until shops opened, when I hit T I got a message saying I needed a bed to rest in. Upshot is I am unable to wait which is an important element of my game..

 

I figured a mod had changed my Oblivion.ini so checked. In both Oblivion.ini and Oblivion_Default.ini under [Controls] I have "Rest=0014FFFF" but no Wait=. I changed "Rest=0014FFFF" to "Wait=0014FFFF" but that did not work.

Check your Oblivion Reloaded's INIs as well. Last time I checked it is a function of OR, and you can turn it off.

I checked and in Oblivion Reloaded ini under [sleep] that is the

sleep message, so I turned it off. Unfortunately all it does is turn off the message, I still cannot wait. I went to Oblivion Options and changed the default key from T to Y but that did not work either. It seems to me that if there is a wait command in the Options- Controls page that there would be Wait line in Oblivion.ini but there is not.

I just had an idea and started the game from the desktop icon that GOG installs when you install the game. I have been starting the with the obse_loader shortcut that I put on my desktop; I start all my games from the desktop.

 

Anyway without obse being loaded I could wait using the T key. This means it must be caused by one of the obse plugins so I am going to search through them to try to find the culprit. At least I hope that is the cause. Either way I will post my success or failure here.

Hmm.... I changed 'Rest' to 1 in OblivionReloaded.ini, and pressed T(default wait key) in game. It showed vanilla 'Wait' dialogue.
