Would someone kindly explain to me the steps needed to redesign the perk menu. Please and thank you

I was thinking of redesigning the perk menu but I honestly don't know the actual steps to be able to do this or where to start. If anyone could explain it to me that would be great. Thank you for your time.

I'm guessing to start I would need to extract the individual perks and open them in some kind of editor like Photoshop? Then redraw then reanimate them to my liking? This is my best guess so I'm most likely wrong or am missing some steps so that why I'm asking and by redesign I mean complete remove vault boy add a different character. Hope this clarifies my topic somewhat.

@OP - this is a big job you're hoping to do here, you'd have to be a skilled animator and somewhat programmer to be able achieve this.

Scaleform is some sort of Flash coding used by beth menus. If you do learn it it'd be a highly sought skill around here, as we have very few knowing or interested in it.
