Some mods deactivate after closing NMM

My laptop broke recently and it had all my Skyrim SE files and mods on it so I got a new one and started setting everything up as it was before.

However, I noticed some mods (mostly texture mods I think) in NMM deactivates after I close NMM and re-open it. I checked the plugins tab and the ones for these mods are not even showing up and override prompts never show up either for these mods so they're not even properly installed it seems.

I have done nothing differently from my old computer except I was using Windows 8.1 before and now I'm on Windows 10.

I've googled extensively and tried all day to fix this issue, but nothing works. Details below:

  • Skyrim SE and NMM and all relevant folders are on an external hard drive as with previous computer
  • deleted all relevant folders on the external from old computer so I could do a clean install
  • tried uninstalling and reinstalling everything
  • made sure firewall/antivirus software allow Skyrim and NMM
  • .ini files and plugins.txt are NOT read-only
  • tried running NMM as administrator
  • tried downloading mods from the website as well as manually
  • tried NMM 0.63.13 instead of the latest version

It seems this isn't a common issue so I may just be unlucky. Any help would be greatly appreciated!

yes, CLoud probably already did the damage. What it does is anytime you edit a file like an INI or install or remove a file, like a mod, it reverts everything back to before you started

Just took a look at the VirtualInstall forlder and Skyrim's data folder. They both have all the same folders, but Skyrim's folders are empty while VirtualInstall has all the textures, etc.

I googled it and found it might be a Symlink issue, but running NMM as administrator didn't fix this as it did for other people.
