Launchers black, can't install the CK

So, I used to be able to run the CK and Bethesda launcher. But like a year ago it stopped working for me, unfortunately, i had uninstalled the ck, and the actual launcher is the thing that doesn't work. its just the black screen before launching and just stays at a pure black screen. I have tried all of the solutions I have found online, including uninstalling, reinstalling, changing the compatibility mode to every single version, after a while i gave up on this, but recently i thought of a really fun quest mod i wanna try and make over time, but unfortunately, I can't do anything because the launcher doesn't allow me to re download the CK,

My system build:

 

Windows 7 ultimate

64 bit

Intell i5-4690 CPU @3.50 GHz

16 gb ram

if you have any suggestions, please, help me out, I'll set my mod idea under the requests if nothing can be done, but id prefer to make it myself.
