Enemy Scaling Messed Up

I'm quite baffled as to what's going on, but, enemies scaling seems entirely broken. In the same dungeon there's level 25's standing next to level 1's, there's 18's in the middle, and I'm level 2. I don't have any sort of mods that I'm aware of that should be effecting the enemy level scaling.. especially in such an inconsistant manner. It's frustrating as it's making things near unplayable, these 25's are one shotting me with bows that nearly auto-aim, so, I'm quite frustrated and stuck. Any help would be appreciated.
