All would require new meshes, new animations, unheard scripting, and months of time no one is going to invest.

 

Plus, you're not even providing pictures! You're just expecting us to know what they all look like.

 

Your best bet is to do it yourself.

You forgot to add that his "ideas" are really just ripping off from someone else and trying to apply it to a game for which those ideas are not suited... But I guess adding that could have made it sound a bit too negative.

 

Anyway, yes, it would require too many new, completely custom elements for it to be practical, even if you had a team of skilled persons, and several years to devote entirely to this. Oblivion is just not designed for modern/futuristic stuff, and many things just don't work out well.
