Inafog
Like most players, I always try to get Fingleam. But I wonder... how was it ever discovered in the first place, way back when the game was published? The helmet is not, as far as I know, referred to in NPC conversations or mentioned in any books. I cannot imagine players swimming around for hours in all the water in Oblivion hoping to find something, and anyway Fingleam is not all that easy to locate. So how was it discovered at all? Did someone read about it in a game guide?
ciaphus
Likely when the TES construction set came out people explored the information data base and found it.Also there is the console of which you can do a limited amount of poking around. There are many ways to accidentally find something as well, I've discovered things by kicking them and noticed they had a strange name instead of "yet another clutter amulet".Easter Eggs are oft hidden that way. For example the corpse in the water above Fort Nikel has nary a mention in the game (and has a rather lore breaking name). However there it is, floating. Unless you walk across it you would be wholly unaware it was there.
TheMastersSon
In some cases items were orphaned when their related stories were dropped or scaled back by Bethesda. No idea if Fin Gleam is one of these.
