There seems to be no consensus of opinion about the best way to do it which puzzles me after so many years to experiment with it. It doesn't seem to matter so much (eep! as lightning strikes me) what the load order is unless there is a conflict, problem, or one thing superseding another that it should not be superseding. I think it's a fantastic idea. Why would all the bandits just diddle around in ruins and dungeons anyway? I'm excited to install this and run across their "houses". Hurray for variety! I admire you folks that have the gumption to take a creative vision and do the work to flesh it out. I am creative, but modding is one outlet I have never invested the time. Inspiration? Yes. Perspiration? No. I'm afraid I just wouldn't even be able to touch folks like you.
