I just uploaded this video i did in win10 i run about 80 mods, not sure if that counts as "heavily" but i can keep a solid 60fps in the world, 40-50 in cities. I run vsync off with a frame limiter in the enb set to around 70fps to compensate for the fps loss during recording. I run tetrachromatic as well. However, it IS about how many mods you run and which ones when you go above and beyond the 255 limit. 80 is pretty modest these days I think. I'm running 385 mods right now, of that number 290 are mods with esps. Using Wyrebash I merged a lot of esps and have 252 in my load order, presently. I like to have a few under the limit in case I want to add an armor mod or two later in my game - those are about the only safe mods to add later, aside from texture mods, I've found. I have been able to get an acceptably smooth game now - following the tips here: http://www.nexusmods.com/skyrim/mods/74427/? I still get occasionally stutters in big cities with lots of NPCs around and the occasional bizarre texture load pause... but 2560x1440 with Snowfall ENB and Vivid Weathers and rock solid 50-60 fps. I've limited it to 60 max. I'm running pretty much all the big mods, so fingers crossed it remains stable as I level up.
