So if I am wanting to create a mod that requires permissions to use someone elses work, what can I do if that person is no longer accepting messages via Nexus and has no information up regarding how to contact them?

If they have not put in the mod description/comments/permissions and credits section what can be done with the files, you can not publish a mod that uses those assets. You're free to keep it for yourself, but will be breaking TOS if you release it publicly.

And what if the original creator of the mod (in this case Ravens Warpaint's for Skyrim) Appears to have been banned??

 

You're just out of luck, sorry. You need permission. If you can't get it for whatever reason, you can't post a port.

 

Some players are pretty observant and they may recognize that you aren't the original author of whatever mod and might very well report you.

 

You could try contacting a Nexus mod to get their input.
