There's only an update for the Creation Kit version to 1.10. It wasn't referring at all to Fallout 4's current version. There was obviously some mix-up, because Fallout's current patch version is on 1.9, which could've been easily misinterpreted by those who didn't see Bethesda's main article about the patch itself. I won't link it here, because I don't know the terms of service with linking other sites for the Nexus, but it can be found on Bethesda's Devnotes, or on their news section of their website.
