Shadow Flickering on Player/NPC Lightsource

The problem:

In certain interiors some of the shadows pop in when looking at a certain angle while the player or an NPC uses a torch, lantern, magelight, etc. It's very jarring and I can't seem to find the solution after turning off my lighting mods and making INI tweaks.

Nah the only torch mod I have installed is SM Drop Lit Torches which shouldn't have anything to do with lighting since it only allows the player to automatically drop the torch when equipping another weapon. Also as I said in my original post, the problem doesn't only exist with torches. It also exists with lanterns and magelight (just tested it to double check). Seems that any extra light source in the scene causes these problems.

From the looks of your load order, I see Relighting Skyrim. Do you have any other mods that modifies interior lighting? If yes, maybe compatability issues. If not, from what I read about in the past. This problem is the limitation of the game engine. If I remember correctly the game engine can only have certain amount of shadows rendered in that particular cell. Just by looking at the gif you can see 3 light sources. I'm guessing that's why when you or the npc produces another light source, that's when you went passed the limit. In vanilla skyrim Bethesda used ambient lighting (which produces no shadows) to light up the cell. They put them in places that didn't even have light sources. Only to light up the room the way they think it was best. But mods like Relighting Skyrim, Realistic Lighting Overhaul and ELFX. They mod the interior to remove ambient lighting and make it so that all lighting sources produce light and shadow. This was a real big problem for me back in the days. But, recently I reinstalled my Skyrim from scratch. So far I only encountered one cell that did this. But, I use ELFX. So I can't really say if Relighting Skyrim be the cause of the issue. I even go far as to use mods like Guard Torch Remover so I can minimize it from happening. If you go to the mods page the modder even explains that the game can't handle too many light sources. Sorry I can't give you a definite solution to the problem cuz it's seems like it's just the way what the game can handle. I can only explain what it's caused by.
