Can't Install mods without the game breaking

So I recently got a new computer and before I had been playing oblivion fine with like 28 mods on it but now installing just 1 mod seems to break the data folder, I lose pretty much all access to the folder and so does everything else (OBMM) and I really makes no sense to me, I used all of the mods I'm trying to install on my old computer so it couldn't be bad mods.

I'm running the latest update of windows 10 64 bit

So after viewing the properties for my c:/Games/Steam/steamapps folder I saw that it was a read only file and when I went to un-check the read-only box it loaded in the changed but then I went to see the properties again and it had read-only enable again, the same was true with another backup file on my computer and even with a random file I created for no reason whatsoever

Ok so after further testing I installed OBMM and OBSE and then I installed the "ancient towers" mod and it worked just fine. no crashes no bugs it was perfect, I haven't tried uninstalling it nor have I tried other mods out of fear of breaking my game again

 

Edit: just uninstalled it and didn't get any "access is denied" popups, also I redirected my archive with the invalidation thing, I usually don't use that utility
