Elements of game sped up: need help

So when I load into either a previous save or a completely new game, there are aspects that are sped up seemingly by 2 or 3 times. These include walk/run speed, animations such as the vault boy animations on the level up screen and when assigning your SPECIAL in the beginning of the game, gun shooting and reloading speed, and even the green vault tec loading symbol between loading screens in the bottom right hand corner is pulsating at twice the speed.

 

I have a new computer and assume that's playing a part, but I didn't have any mods installed at first and still noticed the problem. If anyone could help me with this i'd greatly appreciate it!

While in game open up the Steam overlay. Should be Shift + TAB to do this. From there enable the FPS counter. If memory serves there should be a tab called In-Game or something like that. It's located in there. I'm assuming that your framerate is over 60 - which ruins the physics (and speed) of this game. Everything in this game is based around 60fps. If you are going over 60fps then (if you're using Nvidia) enter the Nvidia Control panel and force VSYNC for Fallout 4.

Hey, thanks for the information! I was actually coming back to this thread to amend it due to finding out the same information with a quick YouTube search (definitely should have done that before posting a thread, my bad.) But I did exactly what you said. I downloaded Nvidia inspector and capped my Fallout 4 at 60 FPS, and it returned to normal after that. Thanks a lot for the help!

 

It's strange how FPS would be tied with game speed...that doesn't seem to be the norm in most games, is it?

As for your other question though, it depends actually. Quite a few Japanese games have their game logic, animations, and physics engines tied to the framerate. This is usually a result of making a bad port to PC. However, with Bethesda it's likely a combination of things. First off, their games have never been very well built from a technical standpoint. The quality of their engine is debatable - but most probably would agree it's not very good. The 60fps limitation for them is likely implemented to streamline the development process. Their games have large amounts of objects that have their own physics simulation.

 

As a result, it may be more complicated then its worth (to them) to allow an uncapped framerate. High framerates and large amounts of physics calculations put strain on the CPU - and their games are already very poorly optimized when it comes to CPU usage. It's probably a good thing for now. I personally hope they remove the physics on a majority of the objects in their future titles. Static objects, like most games, would improve performance quite a bit. Plus, it would remove wonky limitations like this.
