Resistance against hostile Unrelenting Force?

I've been wondering, isn't the Dragonborn supposed to be resistant against hostile Fus Ro Da shouts? Atleast in my game, she still flies several feet through the air when someone does the Unrelenting Force shout while the Greybeards and Sovngarde heroes only stumble somewhat. It actually took me having to make a mini-mod to make the Dragonborn only stumble when yelled at. Or is the Dragonborn normally somewhat resistant against shouts once the player gets far enough in the Main Quest and thus did my game end up bugged as I were vulnerable to it? In that case it'll be no use that I'd make a small mod for it.

 

But if it's not granted by default, I may well bother making a little mod which adds it once the player learns all 3 words, possibly offering a 'fake' active power which mentions your newly learned resistance to Unrelenting Force shouts.

 

Does anyone else have similar or different experiences about that shout and how the Dragonborn silly as it is fails to stay with both legs on the ground?

Different NPCs seem to have different levels of shouts. Some drugar just shout "Fus" and that hardly even makes me stagger, whereas more leveled ones do the full shout and knock me senseless against the wall.

 

That is as it should be, IMO. Dragonborn shouldn't be resistant to shouts any more then an archer is resistant arrows. The lore states that dragons combat each other with shouts, so why would people be any different?.

 

It's not that hard to dodge an Unrelenting Force though. Most enemies take forever to execute them.

My reason was more of an in-universe explanation for Gormlaith, Felldir and Hakon having the resilience keyword tagged to them, as do the greybeards. It just makes one wonder, because the greybeard Arngeir explicitly mentions that the other greybeards cannot talk to the Dragonborn at first because their voices are too strong to speak in your presence. Yet, later on the Dragonborn is not only told but also shown that they have had sufficient training to survive a shout. It makes one wonder if the resilience keyword was meant to be added to the player after that point.
