99% of the time... when you see 0% happiness its the mod authors fault so you cant fix it unless you edit/repair it yourself via Creation Kit/Fo4edit etc.

Some of the newer modders dont read instructions and do "rush" jobs when it comes to the "settlement setup " data ,meaning proper markers, linking markers, adding quests (parent and initialization ) ,naming cells etc. etc... They think that simply dropping a workshop on the location makes it work... Well its MUCH more complicated than that.

Then there is a 1% chance that there could be other factors causing the 0% issue and that being conflicts or a broken saved game etc.

hi old hand, its any of the non vanilla settlement mods, fairline hills estate, fiddlers green, and variose others by different uploaders, in fact any that dont come with the game

If youre having issues with ALL non vanilla settlement mods then you may have a problem with your game or a serious conflict.

You need to start a fresh game with ALL mods disabled and slowly test the mods until you find the culprit. Its a VERY slow process but has to be done in situations like yours.

Example:

Have you tried any of my mods ??(have 34 settlement mods and many are new locations/non vanilla). To my knowledge none have a zero happiness issue so you could try some of them and see.
