Rennn
I don't think you'll get any fps higher than that on high settings with that video card. It'd be my guess that the launcher just incorrectly predicts what you should be able to run it at. 10-15 fps sounds about right to me. If possible, you'll want to replace that video card. A quad core processor and 4GB of RAM stacks up pretty well, depending on their speeds of course, but that video card could use an update if you can afford it. bben46
The ATI HD 4300/4500 is probably built into your mother board. Check to see if your computer has an open video card slot, and what it will support before getting a new one. Here is a link to a site that may be able to help with optimizing what you have. Most of the Skyrim advice is for Nvidia, but a lot will work for ATI also. http://www.tweakguides.com/
Brandy1123
On mid to low end systems, here's a trick to squeeze out a few more FPS. Sart your game game as normal . Then, CTRL/ALT/DEL and pull up task manager. Click the Process tab. End any and all processes that contain the word STEAM in it. Before anyone cries "Steam doesn't affect games" whiney tune , try it.
