M48A5
Please see "How to ask for help" and supply the needed information. http://wiki.nexusmods.com/index.php/How_to_ask_for_help Your load list is not in the correct order. The DLCs must load after FalloutNV.esm, in the order of their release. The pre-order packs should follow the DLCs.
Nuck33
I have moved the dlcs and packs into the correct positions. The problem persists.
dubiousintent
Have you toggled "ArchiveInvalidation" off-and-on again? Please see the 'Solutions to Mesh (Red "!" icon) or Texture (solid color) problems' section in the wiki "Fallout NV Mod Conflict Troubleshooting" guide. We REALLY need to see your sorted "load order" as produced by LOOT. With modded games, its the sequence, not merely the list of mods, which is the cause of many problems. LOOT's sort gives a good first approximation, correcting the most obvious issues and is sufficient for most players. We can point out any known issues. Instructions are in the "How to ask for help" article, and "Checklist Item #11' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.Move any "inactive" plugins out of the game "Data" folder. They get loaded by the game engine if found, and can cause "Missing Master" problems.-Dubious- Edited September 13, 2017 by dubiousintent

dubiousintent
I see at least two "inactive" plugins for "Nevada Skies". Move them out of the "Data" folder as they are causing problems. You still don't have that LO sorted correctly. The DLC ESM files need to be before any mod ESM files. The WME master file needs to come before any "patches" to make it work with anything else. Please see the 'Vanilla "Load Order"', 'Third Rule: The Rule of One', 'Smaller Plugin Cap', and 'Merge Patch file' sections of the wiki "FNV General Mod Use Advice" article at a minimum. Give LOOT (linked in the article) a try. Don't forget to toggle "ArchiveInvalidation" after you change the LO. Then if the red "!" icons still appear, see the 'Solutions to Mesh (Red "!" icon) or Texture (solid color) problems' section in the wiki "Fallout NV Mod Conflict Troubleshooting" guide. Identify the source mod-index of the missing mesh/textures, and recheck it's install instructions. -Dubious- Edited September 14, 2017 by dubiousintent

dubiousintent
You're welcome. And just to clarify: all those things were needed. Adding mods to a game is a complex process, but it can be learned. Be glad this is a mature game and the community has had the time to learn many of it's quirks over the years. -Dubious-
