high res textures is definitely a good start. heres a few i recommend and am using myself:

Vivid Landscapes AIO = https://www.nexusmods.com/fallout4/mods/25714/? (good all around high quality textures for most stuff in the game, trees, bridges, ground etc etc)

Roads Redone 4k = https://www.nexusmods.com/fallout4/mods/24829/? (very nice high quality roads, realistic, i prefer the non faded version)

Clean Water of the Commonwealth = https://www.nexusmods.com/fallout4/mods/16297/? (very nice high quality water textures, i prefer the clean option)

FlaconOil's HD ReTexture Project in 4k 2k = https://www.nexusmods.com/fallout4/mods/3747/? (Very high Quality textures for everything else)

Valius High Resolution textures = https://www.nexusmods.com/fallout4/mods/318/? (another high quality textures overhaul mod)

No More Fake Puddles = https://www.nexusmods.com/fallout4/mods/17850/? (as the name suggests, removes all them immersion breaking low quality puddles, which actually makes a massive different in good looks on high quality roads, especially as their is nothing worse then a low quality texture on top of a high quality texture)

so yea all of these together will cover pretty much everything in the game.

i have many more texture mods i am using, but these 5 mods alone will cover pretty much everything and will be immediately noticeable, and then the no more fake puddles is a must for consistent quality by eliminating low quality unimpressive puddles (because puddles don't exist on a hot day). xD especially if you get the Roads Redone mod, or any other high quality road texture. hell even vanilla roads will look much better without them puddles.

however i strongly recommend an enb or reshade or even both anyways, as while the game's quality will definitely look far superior, you will still be limited by the main visuals, that only an enb and reshade can provide (its like having a Bugatti Veyron, but with a mini cooper engine, the car looks brilliant, but it is severely limited by its engine, where an enb or reshade would be the engine in this case, basically saying that a monstrous looking engine inside a beautiful looking car will make the car look far greater then if it had a weak looking engine but the outside still looked good. or even a weak looking engine could in fact destroy the looks of the car. basically in other words, high res textures are not going to look good on a soft image, but will still look much better then low quality textures) xD

without an enb or reshade (lumasharpen for example) the game just looks very soft, which i personally do not like at all. however i am only on a 1080p monitor, which is why i use fairly strong sharpening, their are however alternatives to an enb and or reshade, but i dont look into them.

but either way, with or without an enb or reshade, your game will look far superior with these 6 mods above.
