I'm sure you need a clothing mod that has cloaks set up that way.

I have the diverse city guards mod, and the Bruma watch has cloaks with face covers.

My character managed to steal one out of the castle, fenced it, bought it back so it was no longer a stolen item, and wears it when in snowy areas. Other than that, her face is not covered by cloaks.

This will give you a new race of Mystic Elf, hair styles, bandage over the eyes, and mask over the mouth.

Both the above statements are precisly true just to stop any confusion.

 

Rens mystic elf, When making the character, you have Hairdo choices that will change the hair and also add either a blindfold over both or one eye, or a "ninja" type mask.

 

Clothing mods that add "ninja" style masks, are to name a few, Hashashin armor, Ranger armor, Apophis Silver Dragon ( stealth armor ), As far as cloaks go nothing can beat the mod All cloathes cloakes capes and robes. No "ninja" style masks though.
