What is the best faction?

Each time I see things like "the Institue are not evil", "as director you can make them become the good guys", it makes me laugth. It's like say once you become Elder you can make the BoS become the defenders of ghouls and supermutant, and make them happy to share all their technologies with them. It's a pure CHILDISH FAN FICTION.

But for the problem of not be able to transform the Minutemen in a faction better than Gunner it's a hole in the game mechanic.

The Minutemen are mostly settlers so why same when I equip all my settlers with good weapons, good armors and power armors they continue to spawn with rags and old laser muskets ? Game mechanic hole.

After taking over the castle, according to different dialogues, Minutemen receive military trainning. So why they continue to spawn at level 1 ? Game mechanic hole.

This is true. I've made a better flare gun script and the issue with it is that it uses encminutemen(the level 1 variant) as the chosen spawn and it sets their difficulty to easy.

Same for Minutemen patrols.

The Minutemen remaining weak is literally just a scripting issue within the game and not a lore reason.

They aren't evil. As Director you're also not making them "good" - you're making them better. The Brotherhood of Steel are not evil either. They're much more of a neutral faction than anything else. Does the Institute engage in some questionable things? Yes. But they are not evil. Synths are not people. Period. You cannot enslave machines. Murder doesn't make them evil either - as murder is rampant in the Commonwealth with or without the Institute. It's nothing unique, or worse, with their faction. If anything, they interfere with the people of the Commonwealth exponentially less than any other faction. You also cannot become Elder ever in Fallout 4 - so it was a waste to mention that.

oh please, genocide is evil no matter how you call it and what are your motives and institute take genocide to whole new level called extermination of human race and you're calling it questionable action with exponentially less influence?

You're looking at this entire issue of the Institutes plans, which are never definitively made clear in-game, too closely. What is confirmed is that the Institute does have a chain of command. What is confirmed is their interest, and capability, to repopulate the Commonwealth with new plant life. What is also confirmed is that the Director's word is absolute. The mutant program was deemed a failure - but the Director insisted it stayed up. The only reason why that division is shut down is because Virgil turned himself into a mutant and escaped the Institute. It is also confirmed that there are a number of people within the Institute that would like to see the Synth program either stop, or go in another direction. The Railroad only gets to "liberate" Synths because an Institute scientist is giving these Synths to them. Madison Li dislikes the Synth program. It goes on. The Institute largely keeps to itself - and its confirmed killings are far outnumbered by the deaths caused by Raider gangs, the Gunners, and your average Wastelander. The people of Covenant have a decent chance to have killed more innocent people than the Institute. Many of the people the Institute have replaced were no saints by any means.

So one thing is a childish fantasy and not being able to turn the Minutemen into your own personal army is not a fantasy but a game mechanic issue?

The Minutemen ultimately are just a bunch of farmers trying to divide their time between growing crops/tending livestock/harvest and being a minuteman. Minutemen meaning, helping your neighbour/closest settlement on a minutes notice, note risking their lives for some General halfway across the Commonwealth fighting some Ghouls/Muties/Raiders/Gunners who are not a threat to you for the time being. You get the closest farmer near to you helping you if you call out for help, not some topnotch highly trained special forces unit doing a halo drop on your position or a mercenary unit like Reilly's Rangers.

If the minutemen spend to much time training they cannot tend to the crops, that means the harvest fails or yields a whole lot less, that means food shortage which leads to more violence, famine and ultimately death. Farming is 24/7 hard work for months on end during high season, not simply plow, seed, water, forget and harvest in between when you happen to have time of from military training. They only have a few weeks each year to train as a unit between harvest, wintertime and prepping the fields for the next cycle of harvest. You can only have your Fantasy Minutemen army if there is food in abundance and little to no risk of one failing harvest leading to shortage. As it is the Commonwealth is hardly getting by enough to have something of a standing professional army, so untill that time of abundance you get what you pay for when you call in help from the minutemen.

They simply do not have time to train as much as the gunners do, who are really nothing more then just a bunch of better dressed raiders with some fancy titles and hideouts anyway.
