What are the actual *stats* of the legendary Chameleon effect?

Enemies still seem to spot me fairly easily, even with three pieces of Chameleon armor, a suppressor and 3 or 4 points in Sneak. Of course, my companion may be giving me away too, but even when I tell her to stay back I still seem to get spotted.

 

Does each Chameleon piece add one to your Sneak perk? Or does it directly affect the detection chance of your enemies? If so, how much % does it reduce their chance to spot you?

Yeah, but then I'd have to actually install the CK, and then wait a couple of hours for it to load the .bsa. Just surprised no one out there hasn't posted the info somewhere...

 

Installed the CK, and the only thing I found was a magnitude of 50 on the chameleon effect. That doesn't really tell me anything. Hasn't someone figured out the stealth formula for FO4 and how things like light level, noise, armor bonuses, carry weight penalties, etc.?
