Removed original settlement objects, reappearing?

So, I've been building on my Sanctuary Settlement for quite some time now, and everything was doing ok for the most part... Just have alot of highly detailed weapons and armor on display in a custom armory I made, so framerate drops considerably, so other than that, my game is pretty stable.

But I do have this issue of old objects mysteriously reappearing, and I'm unable to select said objects to scrap them.

The first location is where the old house to the right that sits behind the "Welcome to Sanctuary" sign. I've removed the house, foundation, clutter, dead leaves, lights, and concrete steps (thanks to a mod that allows me to clean the place up better.)
The second place with issues is roughly where the second house sits to the left.

Well, for the longest time, all was well. I've since added my own stuff in those places. All was well until about 3 weeks ago, when a couple wall mounted lights, a poster, some the clutter, a ceiling fan, and a shower reappeared.
It's like they load up as a LOD object or something. If I walk up to these objects, the world flickers and "turns off" as if the old building was still there, and it's telling the game to snap the world off as "unseen" or something.
Also, when I go into Settlement Mode, and try placing anything big in these areas, the low detail LOD objects of the houses will appear until I move away from it.

It's quite annoying, because it breaks the settlement build I want.

Anyone know what's going on?

you have a settlement cleaning mod and let me guess.. a settlement boundary expanding mod, too? If so, they are in conflict with one another and the cell resets. Well known bug. Remove one of the mods and see if the problem persists. Also, you could open the console, click on the object and type "disable" and press enter to make the object in question go away.
