So, I was in Riverwood... and this happened

That's completely normal for men at the age 27-33, although it's uncommon in the Skyrims world, there have been several reports of similar cases in Tamriel lands though. Oddly enough this disease haven't infected all guards, there have been some discussions about guard-snowtrolls incidents, from which severely injured trolls have been sighted, their movement have been decreased also. Symptoms range from starting to feel giant to completely transforming in to giant. In last case the victim usually suffers from multiple wounds across body, dizziness etc. overall very bad condition. Connection to the giants is obvious, well I think at least, we all have clearly marked that giants move quite, well weirdly. I mean, no wonder when guards are in your back... Alchemists in Skyrim, however have been researching this issue of trolls and giants which have bad, well back problem.. and have concluded that guards which have contained this terrible disease should really consult doctor. Also one statement of younger general Mefak Any of Whiterun suggested, that it's good to consume Skooma, as it prevents the individual from thinking straightly, causing less favorable situations, where the individual or individuals would do such actions, and if they do at least they don't remember it afterwards. I don't think this is the solution however since these incidents do happen in Skyrim, Jarl of Whiterun has announced, that to those already married with a woman, there should be no health care, as for now as all single men are instructed to seek a local doctors to get some aid in their situation, reason for this remain unknown. In his speech Jarl of Whiterun specifically noted, that also Skooma, "should be legally sold in Whiterun and all across Skyrim". There have been also sightings of large giant women groups near Solitude, but reports of those among their counterparts aren't much covered (refer to Whiterun Times Middas 1nd Heartfire 4e 200).

About this incident in Riverwood we can clearly make our own opinions, why was the guard there? Why? is someone responsible for bringing him there? - nobody knows. But one for certain we will be tracking these incidents, as if, no they will happen again. For now only thing it's said to that poor man's family.... : You should have let him. And as Jarl of Whiterun said in his speech: "it doesn't matter if she's ugly, go boy go! It our last chance!"
