FOUND a fix!

 

Downloading the Blur Killer mod also takes out the annoyance from Russell. Find it here:

Thanks for the report. Added to "Troubleshooting" guide under "ENB Blur" entry.

 

Edit (much later): Mod called "Clear Imagespace Modifiers BAT file" which says it's "A bat file containing the rimod command for all vanilla imagespace modifiers. Useful to clear stuck visual effects like cateye or blur" was successful in resolving this problem even when ENB was not involved as well.

Had this same issue. I dont have the russel mod and im using nevada enb. I was actually able to clear it using sisme 0, but i was wondering how to prevent this from happening in the future? At the time, i was in nipton fighting vulpes and his lackeys, i had just used a stealth boy, and used vats a few times during the fight. (pretty sure the issue appeared after using vats). Hope this info helps.
