Can't buy from Vendors and random crashes.

Looking for some advice and possible solutions.

Is there a 'master list' Load Order out there, like there used to be for Fallout?

Recently experiencing a rash of problems with SE

1) Can't buy from vendors. (this one is driving me crazy.)

When the option 'what do you have for sale comes up, if activated, it pauses for a second then drops back into the dialogue menu without ever showing the buy and sell screen. Have tried numerous vendors with the same result.

2) When I start a game session, I have to open my inventory menu or I can only move at very slow speed.

3) at random times, I will suddenly 'freeze in place.' my movement 'stutters' and takes multiple button pushes to move. This usually goes away after a minute or so. The game continues at standard speed and movement. It is ONLY the Character that is affected.

4) Brand new, Freeze and crash when attacking.

What I have done to try and solve the issue:

Tried starting a new character. Did not change any of the issues.

Made sure NMM is up to date. it wss

Use SSEDIT to clean all Masters and Mods.

Use LOOT to adjust Load Order. I have also manually adjusted Mods to ensure the LO is the same as what LOOT has shown.

Tried wiping the .ini file (which seems to have made things worse with the addition of Freeze and crash during combat. )

My system: It's older but it plays FO4 and SWTOR with no problems and it had no issues with SE until recently. (80+ hours on SE)

Win 7

AMD Penom II 955 quad core.

16Gb rRAM

Nvidia GTX 560 with 2 GB

2 TB free space on Game HD.

This is my present Load Order:

Are there any Mods in here that have been listed as 'bad' for causing CTD, etc?

very highly unlikely, their is just way too many mods that exist and are still being produced that this would require an extremely dedicated army of people to make, and if it has not even been started now it would take years to make, and again would require extreme dedication, as well as ridiculous amount of time to do. the closest thing to this would be what LOOT is using but again, its far from complete as indicated by the fact that loot can still place mods in the wrong order, you just have to understand exactly what your mods are doing, to know where to place them, a lot of people will mass download mods and then start moaning that their games are crashing, becuase they failed to check what each mod does, and researched them. lets say thier is about 50k skyrim mods on this site, their is still a lot of other sites, that would greatly increase this number as a whole, i would hate to try an figure out a correct load order for 100s of thousands of mods.

on to potential bad mods (note their no such thing as a bad mod, unless the author of a mod destroys it somehow, every single mod can run perfectly fine on its own with a very small chance of causing crashes, its only when we starting adding mods is when problems can arise)

BBLuxurySuite <- can cause CTD or Frame Drops Depending on hardware specs, if you use mods that alter textures that this mod would be using (CTD or Frame Drops would be caused by insufficient memory), however sleep based mods, where you can see your character sleep has be known to cause crashes in the past, i am not sure if they fixed that issue, but that was an issue in the past, where if you slept in a bed in this location the game would CTD (if you used sleep based mods, again mods that let you see your character sleep)

Skyrim Flora Overhaul <-- this is a demanding mod, you have the classic gtx 560 which does not have much vram, if you run out of vram, that can cause ctd.

Cutting Room Floor <- edits exterior cells, could conflict with another mod that does this, although i cant see any of your mods that would also edit the same cells. but yea this could cause you a ctd when you are in proximity to a location it edits if another mod also edits that same location. anyway just thought i would mention this, may be nothing but its still a potential, the only mod i recognize and could potentially conflict with it would be Skyrim Flora overhaul, since it edits exterior everywhere. so you never know. its unlikely to cause an issue but because they both edit exteriors it could potentially cause a conflict. also Cutting Room Floor can cause frame drops, i remember having them in whiterun exterior where this mod added what looks like a market near where the khajiit traders usually chill outside whiterun. i remember removing this mod, and that fixed the frame rate issue, so this would indicate that this mod could potentially be resource heavy, which combined with Skyrim Flora overhaul could cause insufficient memory, thus Crash.

as for the other mods i don't recognize or are not applicable.

the thing that is letting you down is your processor, amd phenom have a very bad history. the irony is, the phenom 1 was my very first processor and funnily enough the gtx 560 was my first gpu, the gpu was pretty solid, but the processor was not, but then upgrading to an i5 2500k was like night and day, it completely blew the phenom out the water. so i would recommend upgrading prcessor.

in regards to fallout 4, that dont mean nothing if it is not modded, its also built on the same engine as skyrim special edition, so they will pretty much have the same expected performance. i am also very curios how you are getting solid 60 fps framerate in urban areas in fallout 4, extremely curios in fact, as my far more powerful system cannot do urban areas (gtx 1070, i7 7700k), i have also seen people with gtx 980ti struggling to run urban areas (which was in fact on a vanilla game) and that gpu is far more powerful then the 560ti. this is strictly down to a very poorly optimized system on bethesda behalf. but still, what magic have you done to get a solid 60fps in urban areas (more specifically places like diamond city)

I'm running just shy of 100 Mods on FO4, at last count. A major upgrade is in the works for the PC but, I ran SKSE for close to 80 hours with minimal problems. I can work around most of the problems but I have not been able to find a reason for the "Can't buy or sell" issue. I'm just about at the stage where I will drop all the Mods and do what many had to do with 'Vegas' and start adding one Mod at a time and playing for 3-4 hours to check for issues, before starting over after adding another Mod. Was hoping Someone might have some insight so I would NOT have to "slog through" to find the offending Mod. Takes a lot of the pleasure from the game if you have to replay the first 5-6 levels, "over and over and over, to build a stable Mod set.

When I am gaming I have a pattern that goes WAAAAAAAY back to the days of P1's and 486's. I run Win 7 and I am running a 'less then stellar' system by today's standards. I open Task Manager and shut down everything that I won't need. The only programs that are still running when I am done, relate directly to; The game I'm running, Windows operations, AVG, and Steam. All auto updates are shut off, drop box, and anything else running in the background is 'put to sleep.' When I am done, I have 85% (on average) of system resources free to run the game. I don't worry about FPS or RAM because I'm dedicating all system resources to the game and it runs, very fast. I spend about one minute setting my machine to 'Game Mode' and when I am done playing, I reboot the system and continue on with my day.
