Yea looks like depth of field issue

IF you are using an ENB:

Open enbseries.ini - Locate EnableDepthOfField=true (Under Effects) - (Change "True" to "False")

If you are using Reshade:

Go into the Reshade Folder - Open McFx.ini - Ctrl + F ("DEPTHOFFIELD") - Locate "#define USE_DEPTHOFFIELD 1 (Change "1" to "0")

If Its Fallout 4 DOF:

Go Here --> C:\Users\Your Computer Name\Documents\My Games\Fallout4 - Open Fallout4Prefs.ini - Ctrl + F ("bScreenSpaceBokeh") Change "1" to "0"

Note: "DoDepthOfField" is not the Depth of Field you may think it is, this simply disables the blur when your pipboy is open, it also disables underwater effects i believe.

Note: "bScreenSpaceBokeh" is Depth Of Field

Note: Both Reshade Folder and Enbseries.ini is located in fallout 4 launcher location, inside the Reshade folder is where McFx.ini is located

Note: Ctrl + F: (Find a Query in a Document) in case its not obvious what this keyboard shortcut does. (hold "Right Ctrl" then tap "F")
