MCM or Unlimited Survival issue

I'm having an issue and I figured I would ask here before asking the author because I assume its my issue. I am using both MCM and Unlimited Survival Mode. I cannot get the game to behave the way it should according to the settings I'm using in the menu. As an example I cannot turn off fast travel. The menu is set to disallow fast travel. I checked the ini file, which reflects the settings in the MCM menu. I have unistalled and reinstalled both MCM and Ulimited. I have opened up the game, changed a setting, made a hard save, quit the game, reopened the game, loaded the hard save, and checked the settings which were as I had changed them. Still no change. I have no other mods that affect survival mode (that I know of). I;m kind of at at a loss. I am about to start a new playthrough and was thinking of changing over to Survival Options, but it doesn't do all the things Unlimited does. If anyone has an idea, I'm open to it.
