JonathanOstrus
This is for Special Edition CK right? So you have a file at Data\Source\Scripts\ObjectReference.psc?

JonathanOstrus
Did you edit your CreationKit.ini or CreationKitCustom.ini to add a different Scripts source folder under the [Papyrus] section? If so that would be a cause. Or if you copied your SK SkyrimEditor.ini and renamed it that will cause issues sometimes. And just for good measure to be clear it wasn't a typo. Special Edition's CK puts the scripts in a "Source" then "Scripts" folder which is different than legacy which was "Scripts" then "Source". A lot of people miss that and it creates a huge headache. There's an ini setting to make CK look in the old folder (or anywhere you want really) but you have to set it. The default is as I just described Data\Source\Scripts. Only it not finding the pex or psc files would. I'm at a loss now without having hands on access to troubleshoot what's going on. A last ditch effort would be to remove ck, delete the ck ini files, then reinstall ck and see if that does anything.

JonathanOstrus
I'm not sure if it's any relation to your problem but another user in this thread here https://forums.nexusmods.com/index.php?/topic/5263865-ck-20-can-not-create-scripts-problem-and-solution/ mentions that he had some issue do to his Windows primary language being non english. And he needed to rename some files with uppercase letters to lowercase to alleviate a UTF-8 conversion problem. I'm not entirely sure that's actually his problem but hey if it works that's great. Worth a shot if you do use a non english language. Edited October 28, 2017 by BigAndFlabby
