Consol command issues

Hello every one I'm Blacksnake89 and I'm fairly new here. I'm having a few issues that I find I'm unable to resolve myself. I recent'y bought a new computer and with it oblivion, I have had the xbox360 version since it came out. After installing it I Started up a new character and completed the sewer tutorial. I am too lazy to level my remade character all the way back to 57 so I decided to use the console command to set their stats back to the way I had on my xbox, but I can't get the console commands to work acording to the site I looked the commands says to hit ~ and a window pops up, when I hit ~ nothing happens. It's really frusterating for me to restart all of my beloved Toons back to level 1. Is there anything special I have to do to get the console command to work? The only thing I can think would be wrong would be I don't have the cunstruction kit, would that have anything to do with it? after looking back I realized that another game I have the console command is ctrl+shift+~ so just to double check whats the key input for the console command?

 

One more issue I'm having is when I load my games my mouse from the desktop is still active and if I click the edge of the screen oblivion minimizes and when I open it back up it's frozen most of the time I think the problem is is because my moniter is designed for 1280-800 but because of performance issues I'm running 800-600. Sometimes it will say resizing image and my game wont freeze sometimes it doesn't say it and my game wont freeze but 80% of the time my game just plain freezes

1.What is the console command input

2.What do you have to do to get the console command box to display

3.How can I fix my resizing problems if possible

Edit: I found out the solution to both problems, It was google desktop messing with oblivions start up. I don't see a delete button so I'll just leave this here untill a mod deletes it.

google desktop? I take it you have Vista on your computer as do I and that was the first program I removed. If you do have Vista i hope you have installed Oblivion outside of the program files folder or you will have problems.
