Reduce body hue variation

Oblivions game engine appears to use a hue map with WAY too much variation to change the tone of the skin when creating a character or npc in both the ingame character creation settings and with the construction sets

 

Is is possible to reduce or replace this map (If so, where is it located) or is it hardcoded to the engine. I've looked on the Nexus and failed to find anything using keywords such as color, variation, skin, hue, map, tone, reduction & replace and not found anything related to dealing with skin tone variation.

 

 

 

 

Granted this is an EXTREME example going from +10 to -10 on the scale but as little as +1 /-1 changes the tone on this Dark Elf so much it looks like a different race.
