Game Breaking Bug: Notes missing.

notes or letters, which ever you want to call them, they don't show up in my game. I've tried playing with no mods, i've reinstalled sse, but nothing fixes it. It RUINS gameplay for certain quests, 2 of which i remember vividly; 1 the note in ustengrav from delphine is never, EVER, there. no matter which changes i've made to the game. I can't pass the quest through console commands, because it's the main quest and nothing happens if i set the stage to pass reading the note, or even pass the whole quest, because i still need delphine and the grey beards to recognize I DID the quest to continue, which is so shitty if i want to play the main quest; 2 In the whiterun thieves guild quest where you have to take the note on the jarl's desk mentioning arn, there IS no note, thus can't complete the quest, luckily there's very little involved in that quest, and i can console command past that, none the less it's super frustrating. The notes aren't clipping i don't believe, i've tried to tcl my way through the tables and grounds to see if they just fell through somehow, nope. Please someone, somewhere, somehow help.

I don't recall those. You're sure they aren't from a mod? Or that you've done everything needed to spawn them?

 

But rather than using the console to force a quest stage, why not console the missing notes into the game?

I looked it up and I remember now, the Horn of Jurgen Windcaller? It also seems that some people have reported finding the horn instead of the note.
