what program / plugin to use to create / edit normal maps?

Let me start with a disclaimer:

I am NOT asking for a tutorial on how to create normal maps / how normal maps work / photoshop tutorials / explanations on how the FO4 use a different compression than FO3.

I know this already.

 

I am running Photoshop CS4 with the Nvidia DDS plugin. This was perfectly fine for Fallout 3. However it is understandably quite an old program and plugin. I am running into issues where I cannot open many normal maps in FO4 and also mods created for (for instance CBBE). When I open them they are just black.

 

A) Is there a newer plugin for CS4 that can fix this, and if not

B) What is a program that I should be using to edit existing normal maps or create new ones

 

I do not have any modelling programs like 3Dmax, etc.

I have scoured the forums on Nexus and can't seem to find straight answers

I haven't tried it in Fallout 4 due to not owning it on PC, but I use GIMP with the normal map plugin for Skyrim SE. Perhaps that works for you?

I may end up using gimp to open them and save them to a common format that I can edit in CS4

 

FWIW, I have no problems opening or creating FO4 normals with the Nvidia plugin. I'm using PS CS6, so maybe it an issue with CS4? Have you looked to see if there is a more recent version of the Nvidia plugin than you're using?

Plugin hasn't been updated in forever, I did look. I was fearing the issue might be with CS4. I should mention it is not all of the normal maps, many I can open.
