Linking Settlement objects in Creation Kit

I'm trying to essentially recreate my own conveyor belt setups in Creation Kit, in order to make pre-made puzzles. Running into two key issues.

 

1) I can't figure out how to properly power any of the objects I put down. For example, if I set down DLC05WorkshopConveyorElevatedPowered01, I can't hook it up to a Fusebox inside the same cell. I'm sure the answer is linking them a refference but I can't figure out for the life of me what keyword is required.

 

2) Even if I go in-game and hook up the Conveyor belt, it will begin running (as in, the thread will move) but functionally wont move any object placed on top of it. Again, I'm sure I'm missing a keyword that makes it run but I can't find it and the documentation certainly isn't helping.

This functionality is left out of the creation kit we have. It can somewhat be forced to work with xEdit but even that has it's issues in game. Read this thread for more information Interior Workshop Power Issue

 

As for your second question I'm sorry I have no idea I've never messed with them.
