Unofficial Shivering isles Patch and Better Cities Crashing

I recently did a clean reinstall of Oblivion.

 

Whenever I have these two mods active, my game crashes before I get to the menu screen.

I've checked and made sure all their required files are installed.

 

I'm not sure what could be causing this.

Do you use other mods?

 

Did you check for conflicts using ObMM or perhaps another tool?
