FOSE Does not work in Windows 7 64-bit?

my version of fallout is czech 1.7 (not gotty) with all dlcs and its installed in program files(86x)

I won't get into nmm politics here. Not relevant for a default foreign game.

Pointless to argue that, fose needs it period. it's not there, it won't run.

FOSE does not support:

Retail DVD and Steam build 1.0.0.12 (the original pre-patch version of Fallout) - if you have this version, update to 1.7.0.3

Russian DVD version of Fallout 3 (it uses Starforce encryption on Fallout3.exe)

Direct2Drive version of Fallout 3 (it encrypts the Fallout3.exe) - download the game from Steam if you would like to use a digital download service

Polish DVD version of Fallout 3 (it uses SafeDisc copy protection on Fallout3.exe)

this may be the problem which is what we are attempting to find out.

czech version is not the problem - it worked just fine on windows XP , also i reinstaled the game in diferent folders and fose still doesnt work and i dont have any other problems wtih the game (it even crashes and freezes less than on xp ) i just cant run mods that require foose to wrok

and you already told us you do not have the needed software that program requires for it to run, therefor it will never run. The OS is the problem.

well i repeat that i have no idea how to create/dowload/steal them from other computer/whatever to get get them - instaling windows live did not help and theres no "update for never system witch i dont have" for fallout 3

That OS is done for, purge and reinstall Windows. USER32.dll is contoling a bunch of UI segments and KERNEL32.dll handles memory management, without those you get chaos.

i also googled out some info about those files and it turned out that they are key files that are requerd for windows to run properly (well s***) - the problem is that this is brand new computer witch means that the files didnt come with the instaling of windows 7 and they never were on this computer (double s***) so i gues that something f***ed up hard during the instalation.........

Well that was quick, reinstalling Windows usually takes up about an hour to me.

 

And judging by what you said, Windows was pre-installed on the machine (meaning you bought a new PC with Windows already installed). In case you still don't know, the first thing to do when you buy a computer like that and bring it home is to purge the hard drive and reinstall the OS, most of pre-installed OS' (be it Windows/Linux/Mac) are full of crapware and/or installed badly, usually both.

 

1.1 language patch

Gotta say, this is an interesting part. Can you reinstall the game without chech localization (just english) and run it that way? If I recall correctly, localization changes some aspects of Fallout 3 executable and may be the reason why you have problems with FOSE recognizing your game. It's better to run a plain english game anyway, that way you don't get a language mixup when you download a mod that changes cells.

 

By the way, I don't think having a 64-bit OS has to do anything with FOSE problems, I used to run FO3 with FOSE on both Windows 7 Ultimate x64 and Windows XP Professional x86 and never had a single problem with it on either.

You will need to uninstall Fallout 3 and reinstall it in a location on your hard drive other than "Program Files". The User Account Control (UAC) will interfer with anything that changes the Fallout 3 files, especially FOSE.
