kevkiev
I was packing a loose file mod (Clean Settlement Beds) into ba2s and I noticed that, in the various texture folders, the .dds files were accompanied by a .db file named "thumbs.db". (So, 5 of those files in total.) I just left them as-is for now but, from what I could gather from some googling, I think it would be safe to delete them so I could get rid of that whole loose-file texture file tree. I think Windows just creates those files when the various textures are viewed.... or something like that, so I'm guessing they were created when the author created his mod but aren't necessary to run it? Just wanted to double-check. I have a feeling I might run into this again some time.
JimboUK
Yeah it's safe, Windows will create a new one anyway.
pra
This file is just windows crap. Not only are they safe to delete, you should also take care to NOT pack them into ba2s. Or into anything, if you are uploading images. It doesn't hurt if you do, I think, but it can be somewhat annoying.
